BACKGROUND
Sibeko is a graduate of the University
of the North the University of Natal Howard College
Law School and he attended a certificate course in Competition
Law at the Mandela Institute, School of Law, University
of Witwatersrand in 2006. He was admitted as an Advocate
in 1989 and joined the Johannesburg Bar in 1991. He
was conferred as Senior Counsel in October 2005 .
FIELDS OF EXPERTISE
Commercial Law, Gambling Law, Administrative
Law, Constitutional Law, Local Government Law, Telecommunications
Law, Labour Law, Arbitrations (either sitting as an
arbitrator or representing a party) and chairing disciplinary
proceedings.
RECENT PRACTICE HISTORY
Matters and opinions include rating
of property by municipalities; constitutional challenge
to the jurisdiction of the Development Tribunal established
in terms of the Development Facilitation Act; challenge
of the jurisdiction of the High Court in Tax matters;
opposed constitutional challenge to cabinet's decision
to disband the DSO; sitting as Commissioner in a Section
417/418 (Companies Act) enquiry as well as serving as
an Acting Judge of the High Court and the Labour Court.
Sibeko is also a member of the Independent
Appeal Body of the National Bargaining Council for the
Road Freight Industry since 1998. In December 2003,
he was appointed as a member of the Gauteng Gambling
Board until he resigned in June 2006. During 2008 he
became a panelist of AFSA.
